This paper analyses the degree of additionality of the Cohesion Policy to ordinary domestic spending in the Italian NUTS-2 regions during the last two programming periods (2007-2013 and 2014-2020). The European Commission has established that the Structural Funds must not be used to replace the disbursement of the Member States to the regions. However, the treatment could distort the allocative choices of the national policy maker. This paper aims to achieve an overall picture of the absorption rate of European funds in Romania for the 2007-2013 programming period and to propose a series of recommendations on the steps our country needs to follow in order to improve the process of accessing and implementation of structural instruments at national level. These recommendations focus on preventing obtaining a low rate of absorption of EU funds allocated to Romania in the multiannual financial framework 2014-2020 , thus preventing wastage prospects of economic and social modernization , that these funds offer.

This paper analyses the targets of the Romanian state according to Europe’s 200 Strategy. Being a new Member State, Romania’s targets for 2020 are lower than those of the older members. Even like this, using Eurostat indicators and the Report of World Economic Forum, my purpose is to present a comprehensive view of these differences in target levels and to explain why Romania can’t catch up with its older counter parts until 2020.

Klastry stanowią istotny element każdej gospodarki. Obecność struktur klastrowych w gospodarce świadczy bowiem o poziomie jej rozwoju, a także wskazuje na jej potencjał oraz dalsze perspektywy rozwojowe. Ze względu na różnorodność struktur klastrowych nie ma dla wszystkich jednolitego zestawu instrumentów wspierających ich rozwój. Konieczne jest stosowanie różnych, odpowiednio dostosowanych do danego typu klastra instrumentów. Celem opracowania jest przedstawienie możliwości uzyskania przez klastry dofinansowania w ramach budżetu na lata 2014-2020.
How the EU regional policy can shape urban change in Southern Europe: learning from different planning processes in Palermo

The article provides an interpretation of the role played by the EU regional policy in the process of urban change experienced in Palermo, the fifth Italian city by population and capital of one of the largest Europe’s less developed regions (Sicily). Through an analysis of various EU-funded planning initiatives implemented over the last two decades – from the Urban Community Initiative in the late nineties to the current Integrated Territorial Investments under the 2014–2020 urban agenda –, the work explores their effects from three main perspectives: urban regen- eration, local governance, and planning innovation.
